I don't think that means what you think it means...
Sure... and so does any single repeater that covers an area with 'other operators' in it. There is a repeater in my area that covers a 90 mile diameter. That's more square miles than the entire state of Rhode Island. People need to learn how to use PL tones and work together to use resources. Not tell a legal repeater owner to turn their repeater off.
This is a monstrous stretch, at best. I do work for the DoD at the Pentagon... applying your logic, my son had the Defense Department give him specific orders straight from the Pentagon to take out the trash and brush his teeth or there would be consequences.

Nothing special, I was going to make a comment about the local DC area GMRS, but since I hadn't been on much after Roland passed, i just decided not to comment.

Today, I lost a friend; NOVA GMRS lost a beloved member.
Roland Jackson (WRPJ758) died today. For those in the DC Metro area, he had a positive impact on the community. Roland was a staple in the GMRS realm, willing to help anyone, chat with everyone.
You will be missed my friend.

Roland will be greatly missed.
He was a big signature in the D.C. metro area as well as up and down the mid-atlantic, PA, NJ/NY and WVa.
His base setup (completely legal) had some reach and if the conditions were right with some ducting. His voice could be heard on a repeater by you or even on simplex.
For 2 years straight, when I commuted to and from work. He would often chat with me, purposely pausing his day to catch me on various repeaters. I have caught him doing this with multiple people including Marc. He was outstanding steward for the radio community and was upstanding.
In person, his Veteran Vietnam Naval side came out with the swear words. What a character that "old fart" was.
Rest in peace WRPJ758, 42 (former Capital City React) Roland you deserve it of any person I have ever met.
The D.C. area GMRS community lost a great one. Now who will answer the 5x radio checks a day on all the repeaters.

That is the "Standby LED", and the default setting is orange. It can be turned off from software, or the front panel (WT-LED)...

The 980P is CHIRP-able. The radio can be configured to xmt/rcv on GMRS, but it is not Part 95 compliant. The 980P is a good radio, but if GMRS is as far as you are going to go, then go for the 1000G Plus when it becomes available.

As you are facing the radio, which side of the radio are you plugging the RJ-45 jack? if you are plugging it into the left side securely (the side closest to the power button), then the only thing I can think of is,,, the RJ-45 jack termination is defective.
Keep in mind, with or without the RJ-45 connection being made to the radio, Windows Device Manager will still recognize the Silicon Labs CP210x USB to UART Bridge while it is connected to the PC's USB port. I just did that on my radio. read the radio, and then got the error message "Failed connection ! Please check if powered on or well connected to the com port!"

Check (high/low) power setting, and if possible, measure power output for the particular repeater (467) channel. Probably not the problem in your situation, but always verify transmit settings.
If it is not leaving good... Well, you know the thing,,,

Is it the 72G/cable that is the problem, or is it the external mic/connection, or the "patch cord". That is what has to be determined by you. Since the HT seems to work ok with the 771G, you have eliminated that as the source of the problem.

Since no other radios mentioned, was narrow band/wide band setting verified. I would assume the default is wide band, but one of the radios could have been inadvertently changed. Probably not the issue, but it wouldn't hurt to check.
