I wonder if he just was mistaken or had heard it wrong as it gets passed on. Instead of 6 different groups of family members it got passed as 6 family members??? The following are what is authorized as a family member. (2) Licensee's spouse; (3) Licensee's children, grandchildren, stepchildren; (4) Licensee's parents, grandparents, stepparents; (5) Licensee's brothers, sisters; (6) Licensee's aunts, uncles, nieces, nephews; and (7) Licensee's in-laws.

Run 40 watts out of a 13 db yagi right over their heads. Enough times walking on them and they will go find another freq. If you get a complaint which I doubt (if they are illegal filing a complaint will just draw attention to themselves), just claim that you had it PL'd out and never knew they were even there. Besides if they are illegally transmitting they have no legal leg to stand on if filing a complaint anyways. With the new laws, putting in a PL and upping the power as close as you can to legal limits for GMRS, may be the only way to deal with it.
