  1. If it's like the UV-50X2 - It also won't scan if it is not actively receiving a signal - make sure it is receiving a signal; and first "enable" the tone mode like marcspaz said (such as set the tone to 67.0 then hit scan once the tone mode was enabled)

They do not operate a direct storefront, but will sell to anyone in multiple units. Wholesalers will sell one radio at a time - and sell on Amazon/fleabay/etc Actual manufacturers are Baofeng/Anytone/TYT/VGC/etc
  3. If you are within warranty and it is a hardware failure - BTECH would repair the radio for free: https://baofengtech.com/product-repair If you haven't tried I would contact BTECH first
  4. Besides being repeater capable - make sure the radio is also defaulted or able to do wideband. Some Part 95 brands do not do wideband
