loads of info for those radios at miklor.com
he also has info on how a repeater works which, will give you a better idea of what needs to be programmed into your radio. he has directions in the form of PDF files for manual programming.

William - Any mobile radio or portable radio that is used with a GMRS repeater system has to transmit on the 467 frequency and receive on the 462 frequency with exactly a 5 mhz offset.  There is probably a CTCSS or DPL tone that has to be added to the programming for at least the mobile or portable radio transmit frequency to match what the repeater needs to operate.

I'm personally not familiar with the Part 90  Baofeng uv-5ra radio that you mentioned, so perhaps others who have used that type can assist better than I can.

Just a question while we are waiting for some additional help:  Do you have the programming software and the programming cable?

Ok, I decided to use some of my outside resources to have a look around the Albany area for GMRS repeaters to see if there were any registered with other groups ad I was unable to find anything that was within an hours drive from Albany. The closest one was 1hr 12 min away in Little Falls area. The others about a hour and forty min away in Crawford and Highland Hills.

Welcome to the Forum William, Glad you are here. Not having a repeater in your local area is very common, and I always like to insert, "Consider starting the first GMRS repeater in your area". I did and it has been fun a rewarding. Depending on your finances and technical capability and or willingness to learn you may enjoy building your own for very cheap.  Again Welcome to the forum,  Best regards, Jim...

William - Welcome to the forum.

According to the main repeater registration list located here (after login) - https://www.mygmrs.com/

There are no member repeaters registered at MyGMRS  in that  immediate area. However, perhaps a few of our New York State members may know of something that is not (yet) registered with our group that might be available.

We'll stand by to see what they have to say...
