I would respectfully disagree with my colleague from Montana on #4 - I would take elevation/antenna-hight above ground over power any day.

Generally speaking, on average, usually, most of the time, when someone can't hit a repeater, it's YOUR problem, not the repeater's problem.   and if it IS the repeater's problem, my guess/prediction is that the owner/operator is already well aware.  I am also going to predict that posting your request here is not going to get you any response from the owner/operator. But, that's just a guess.

Obviously "the best" is the UV-5R because it cost only $18.
as you can see, it depends on how you define "best" and what is important to you in a radio - so only you can answer the question.

For the antenna, I use a Tram 1486... It was not very expensive, it does not look like a space-station antenna on the roof so it got quick spousal-approval, it has a very low wind-profile, and it was very easy to cut/tune.
For the radio I use an XTL-5000 but i would not recommend it for a beginner.

I use a Midland MXTA26. I used it when I had the KG-1000G installed in my Jeep and I still use it now with my XTL5000. I also have an MXTA26 installed on a cookie-sheet in the window of my office for my KG-1000G+ "Office base station".
The MXTA26 works no better than any other similar 6db antenna, but it comes pre-tuned for GMRS right out of the sack so all you have to do is plug it in and play.

Never had this occur on either Jeep, but even though we've driven through some heavy rainstorms its mostly hot and dry here.

So sent the repeater back to seller he’s gonna run some test and see if it’s fixable. If not we are trading for a icom 4000 so we will see. Thanks everybody for the help! It’s very much appreciated.
