If you're still working on this, here is a very helpful video on repeater work specifically using a Baofeng UV-5R. (I use a UV-5RA, and the menu functions are still the same.) Link is on the bottom. The video will demonstrate everything, but basically there are two ways of doing this. In Frequency mode, you can enter the desired RX frequency (467.700) then press the following: "Menu 26" and then "Menu" again (This is the Off-Set Frequency Setting) Enter the desired "Off-Set" amount (005.000) and then press "Menu" to confirm. Now you press the down arrow on your key pad (Which is the Menu 25 position) Press "Menu" again to confirm your SFT - D (Shift Direction) Press arrow up or down to scroll your selection (In your case it's a - ) Press "Menu" to confirm And there you have it, RX of 467.700 and a TX of 462.700 If you want a hard save in Channel Mode, I would follow the advice of the others above and use the CHIRP software and NOT the UV5R VIP.
