Repeater in Pasadena Texas La Porte area

While driving home from my mothers yesterday I noticed some traffic on .725 pairs.  Does anyone know of this repeater and if so if it is open for use?  Also if anyone knows of anything East of the Channelview area into Baytown as far as repeaters go.  Thanks,
