Hi,

I am new to all of this so please let me know what I have missed. I bought a pair of TD-H3s for my parent to use for emergencies. Neither of them is in GMRS mode even after a PTT1 + * reset. The default channel 001 is 425.2250.  Not sure what I am missing

Did you get the
1. HAM
2. GMRS
3. NORMAL

menu when you di the PTT1 & * Turn it on... ?

you should have seen that menu and chosen 2... it would reset with all the default GMRS channels pre-programmed

With the radio off press the top PTT button along with the Star button and turn the radio on.

The screen will come up with

1 HAM

2 GMRS

3 NORMAL

Press the 2 button for a few seconds and it should reboot into GMRS mode.

In VFO mode (orange button (every 3rd press)) you can listen to any frequency the radio is capable of receiving.  In GMRS mode you can RX/TX only GMRS channels.

They are the same radio and can be switched between the 3 modes.  It's not that hard, especially if you have a forum of informed individual.  Your hatred of CCR is becoming droll.

It’s not a popular answer but maybe you should have just got them a GMRS radio.   That way you or them don’t have this problem now of in the future.

Sounds like he meant to get a simple GMRS radio but mistakenly bought a Ham model. Lucky it could be switched. 😉
