  1. You can program your radio easily. The manufacturer should have software and cable so you can use a laptop. You can talk simplex (line of sight) or set up repeaters. A repeater needs freq, offsett, in/out tone etc. Many repeaters are open use, others ask for owner permission. Good luck
  2. It may not be the best option, but there is free software called, CHIRP Chirp works on most laptops. You will need a programming cable, but those are inexpensive. Chirp has a basic setup which covers standard GMRS freq(s) and should allow you to set up repeaters and use simplex.
