I did a radio check a couple of times. No reply. I guess I need to be patient and keep trying.

I am new to gmrs radios and I have a question that may already have been answered. I have a repeater that I have its approval to use. Repeater 2 and the frequency is 462.575 and the input tone is 141.3 output tone 141.3. My question is do I need an offset ?. How do I know I him connected to the repeater? My gmrs radio is an radioddity GM-30
