WRWS550

I have an UHF XTL2500 with a frequency range of 380-470MHz. The radio transmits just fine and other people can hear me but the radio has problems receiving transmissions. I can't even hear people that are really close, that my old radio could hear with no problem. This radio is supposed to be an upgrade from my old one. I've tried 2 different antennas with the same issue. When I test the SWR, I get 1.3, which i know could be a little better but I've had a lot worse. I'm not sure what I'm doing wrong or if it could be a programing issue. Any help would be greatly appreciated.
