I’m new to that radio also, bought a couple of ‘em at the same time as you and it seems like a good radio with bad support. Their chat, text or voice via What’s App is nonexistent.
Since the time you and I bought them, and I mean a couple of days ago just this Thursday, Retevis put out a new firmware version which the substantially changed how they do scanning. It gives you more lists than the old way, which was just one list of 16 channels maximum. So actually there really was no way for you to change lists because there only was one list.
So again: The short story is if you’re using the old firmware is only one scan list of 16 channels: That’s it. That’s what I read on some forum on a different site anyway. Or perhaps it was a YouTube channel. Due to the fact that the owners manual is pretty slim and written in broken English, I went to many different places for information.
If/ when you upgrade the firmware:
I’m using a Windows 10 PC so that made using their CPS software tricky until I found the proper version.
Then, when I updated the firmware just yesterday, the my formerly successful CPS would not manipulate scan lists properly. It looked like it would at the PC level, but this info never properly got to the radio. I’m not sure if that’s because of my Windows 10 issue or that the new firmware is beyond the old CPS.
So I had to use the new CPS version that is shown on their website next to the new firmware and it does work for me. On the PC it looks different than the old CPS (which looked kinda like Chirp)
However, using the formerly successful CPS really jacked up my units regarding the new multiple scan lists. It would only scan random channels, it did not record a scan list name properly, I was not able to select channelsetc..
As I couldn’t successfully layer the old firmware back onto it and the units, and they had goofy data on them, eventually I did Factory resets for both, put the new firmware on and used the newest PCS which says x84 I think, even though my PC is an x64.
Again, by all accounts, it’s a great radio, but Retevis is sorely lacking on communication and support. They should not put out new firmware and new CPS without simultaneously putting out a new owners manual PDF.
Best of luck. It sounds like we’re pretty much in the same boat!

Retevis did email me back, several times. First contact was not in spam, but following ones with instructions went to my were in my spam. The sender was “Angela Lee”
