VXR7000 PL or DPL Rx sensitivity level.

I reset the clock and got it to WB but still at .5uv it will not key. -
My VXR7000 will not key up until I inject a 2uv level or more. RX is full quite at .5uv but will not key up. I have tried PL and DPL. I am running NB 12.5khz as my software puts it back to NB because of the FCC requirements. Any ideas.
