I have several Baofeng radios of various models and have always been successful at programming them to behave the way I wanted, but I might have "upgraded" a little too far with my latest pair of hand-helds... the Radtel RT-950 Pro.

First and foremost, they don't work with CHIRP which I know how to use. I have to use the Radtel program and compared to CHIRP it really stinks!

Secondly, I have a block of local frequencies that I like to scan such as Hwy Patrol, air ambulances, etc. With the Baofeng radios, it's easy enough to set a scan where it pauses when a frequency is active, and resumes scanning when the signal disappears. I have the same block of frequencies programmed into the RT-950 Pro, but when it finds an active frequency, it does not resume scanning after that channel goes inactive!

Does anybody know how to make it work that way?

Does anybody know how to make CHIRP work with the Radtel radios?

Don't have that radio to comment about the software, but here's the scan setting you need to change per the manual....
 

Configure via:Menu → Radio → Scan Mode.
Channel Mode: Scans the channels listed in the channel memory (requires power-on scan to
add).Frequency Mode: Scans frequencies based on the selected step Setting.
● Time Mode: Resumes scanning if no operation is performed within 5 seconds after detecting a
 carrier signal.
● Carrier Mode: Stops scanning upon detecting a carrier signal and resumes scanning 5 seconds
 after the carrier disappears.
● Search Mode: Stops scanning immediately upon detecting a carrier signal

My guess is you want to change this option to "Carrier Mode"
