If you run a linux PC, Chirp is an available app through the PPA repository, as well as some software defined radio stuff.. I have not seen many android apps. but there could be some or you could write an app yourself. android phones have quite a few sensors and GPS, so there are many radio related apps that I can think of. I think some people run repeater controllers with Pi devices running android or a Linux distro, so an app could be written to access that Pi device and make changes to parameters and or toggle TX and transcode audio.
