I frequently scan through the VHF/UHF business band frequencies in my area and I have yet to hear any station or any individual use call signs or identify themselves. Does the FCC exempt them from using call signs or is that world a complete free for all like CB?

Review Section 47CFR 90.425 of the Commission rules. Same basic requirements as for GMRS, with very limited exemptions.

But often not followed on the business side. Public safety and trunk systems are generally better about IDing.

Depending on which business band you are referring to determines on if a user has to ID or not. On most trunked systems the system owner is licensed and the repeaters ID with the owners call ID, then the owner is only required to maintain a list of user names in case of inspection or information is required by FCC. So it's not uncommon to hear people talking and not giving ID's on some channels. Even now in other bands, like Public Safety, you hear the ID every so many minutes but you don't hear the Dispatcher giving out their call sign and time anymore....it's not required.
