From what I understand through reading, the vessel must be larger than a certain size to require a license. There are even notes about using the frequencies inland which indicate it is OK as long as you are not stepping on the toes of those using the channels for official purposes. Don't know how accurate that is. The FCC website doesn't state one way or the other.1 point
