NYC & LI paid repeaters

There are quite a few repeaters now in NY State. I see pretty much every one in NYC and on LI are paid only. I find this interesting. I know it is not cheap to put up and run a real repeater but to actually charge users? I can understand club dues and maybe a donation option. And why just downstate?
