I apologize if this is a dumb question but I have noticed a few repeaters in my area that are listed as open and have the needed tones listed however the access request is disabled by owner. My question because I do not want to do the wrong thing is does this mean the owner does not want any one to request access as in don’t use this repeater? Or is this an open repeater that can be used without requesting access? Thanks in advance
