You are probably right WSFB377. Seems odd it would change the power output that much, especially since it is doing 18w on VHF, which like you said it about average it seems. He dis not rest it when purchased, no meter, not as deep into radio's as I am.
I might play around with CHIRP selecting a different model that is compatible with the DB25-G. Like WRYZ926, I have used different models in CHIRP in the past to program radios that at the time where not listed as supported radios.
