The poster is a moderator of a reddit section on GMRS. It seems pretty clear to me: If your internet connection for the VOIP link is via the cable company, it's OK, if your connection is via DSL or dial-up through the phone company, it's not. I know it makes no sense, but it is what it is. It's the old protections for Ma Bell still in effect.
