Radioddity db20-g conection to repeaters

I'm having an issue with radioddity db20-g. I have other radios I program the repeater in and don't have a problem. When I use the radioddity I don't connect to the repeater. Only talking simplex. I have the tone plugged in correctly. The repeater owner said he could hear me simplex but I was not programmed correctly for duplex. He said my tone is correct otherwise he wouldn't hear me. I have entered several "names" of repeaters in my radio. #6 program on my radio is for offset step and is only available in frequency mode. #12 program on my radio Channel name is only available in channel mode. What am I missing?

Are you running it unlocked, or in GMRS mode?
If in GMRS mode, are you using 1 of the pre-programmed repeater channels?

Also, Menu 6 is Step size, not repeater offset. Step size is, when you're in VFO mode, the smallest increment of frequency change when tuning or scanning. 

I will say that programming the DB20-G on the face is...pretty annoying. It's still a bit clunky but a heck of a lot easier with the programming software (EDIT: I forgot this radio's in Chirp now, which helps a lot)

The one thing it doesn't say is that once you go to put in your tones you'll have to hit the MON button to cycle between OFF / CTS / DTS options

I figured this out: Channels 15-22 are set to GMRS frequencies and you can enter a tone for the repeaters, but you are talking simplex so the repeater does you no good. To access a repeater you must be between Radioddity's channels 23 - 40.

Those aren't "repeater" tones. Sometimes there's uses for tones in simplex comms. In fact, if I'm in a group traveling together, we almost always have tones in the radios so we're not hearing anyone else who may be making noise on the radio.
But yes, your normal channels 15-22 will be simplex on most GMRS radios, and then 23-30 will be your repeater channels, then you'll be able to program in some 'DIY' channels (usually repeaters, is the idea) in the additional space.

Yes: repeaters use an “offset” to receive on one frequency and then retransmit the signal on their main output frequency. 

For GMRS, that offset is 5 MHz and the DB20-G is preset for that offset on channels 23-30.

So when you transmit on Channel 15 it both transmits and receives on 462.550. Whereas on Channel 23, it also receives on 462.550 but transmits on 467.550. 

The tone is used by the repeater to determine if your signal should be retransmitted by the repeater on the offset frequency or not.
