There is a large GMRS group near me that has several - and by "several" I mean "a lot" - repeaters linked through the internet and they claim that the FCC is aware. RoadApple and SteveShannon 2 Quote

The FCC announced that linked repeaters were prohibited under their interpretation of the regulations. Some of the linked repeater networks did unlink, including the large one that this site supported, but some did not. Some people, including myself, disagree with the interpretation that the FCC announced. I’m not going to repeat the arguments. They’re available in older forum threads. Quote

FMO Linking is actually coming back, probably more than before. I've also noticed in some areas DMR over GMRS is beginning to grow an interest. A couple of my friends in the East who were big time linkers stopped after the FCC announcement but now recently are getting back into it bigger than before.. One of them got legal advice and was told the worst thing that can happen is a slap on the hand. Some folks are willing to take that risk. But here is a question Steve.. If you use someone's repeater that is linking to others, does that make you a Quilty party in the FCC's eyes?? Quote

With that said, in my opinion, a person connecting to a networked repeater has nothing to fear. I don’t think the FCC would pursue the incidental users.
