HHmmm, looking at that particular radio I dont believe it is part 95 or 90 certified. In fact it is part 15 only which means it is only legal for ham radio use or use as a scanner.

Still, Programming is straight forward, Receive frequency should be your lower 462 frequency, Transmit should be the 467 frequency. Enter the proper tone for RX and TX and you should be set.

Not sure on "open" repeater. If you have discussed details with said repeater owner program TX/RX frequencies and PL into your radio and they will work. You need to contact the repeater owner for details. 

usually an open repeater or a repeater in the ORI is available for use without requesting the owners permission. Its still a good thing to ask, however isn't mandatory on the ORI.
