Yep that exact one 440-490MHz 45W

My problem is programming it do I program the two radio independantly wanting to use it for GMRS, I do have a shop close by that will program the duplexer. I ordered the usb to microphone input cable and have the icom software.

If one radio module is used for receive and the other is used for transmit, then both will need to have the appropriate frequencies and tones programmed in.

The controller probable needs programming as well (no experience, but I suspect the controller handles the repeater ID requirement, at the least)

Just program both radios then have the shop re-tune the duplexer. 

The controller has dip switches for hang time and repeater enable. Here is the manual that has the dip switch stuff. No ID built in. We used an external COMM SPEC repeater panel on some so they could have MPL. This was not designed as a full blown repeater but really a small construction style unit to take from place to place. Basically to complete with the MSI GR300/500 series repeaters.
