Devil's Head/Rampart Range repeater in Colorado

Is this repeater operational and does anyone monitor it?  I should be able to hit it on an HT and I get the tail but no one seems to monitor that frequency.

When you press the push-to-talk, what do you say?

Just because you get a tail does not mean your voice audio is getting through.   Do you hear people on it?  Have you monitored at different times of the day.   I have 5 repeaters near me that in 3 years have never heard a soul on.

Keep trying. If you're hearing the squelch tail from the repeater, that means at least you're activating it. Could be that there's just not much activity. Monitor it as much as you can and if you hear someone, jump in and announce yourself. Politely, of course.
