That’s correct.  No FRNs or licenses are being issued.  Tests are being held by the VECs but the parked until the government restarts.

Some outfits may still be testing, but we (MMARC under Laurel) canceled our session for tonight due to not being able to upload results. We usually upload at the session and are done by the time the candidate leaves. Not sure why the boss elected to cancel vs sitting on the results until the FCC is accepting the data. I'll see him at the club meeting Friday and ask.

We are Laurel VEC also and yesterday I received the following email (abridged to just the background and policy).

Temporary Policy and Procedure During Government Shut Down For Applicants Who Don’t Have FRN

1.     Background

The FCC has limited CORES (https://apps.fcc.gov/cores/userLogin.do) to stop new registrations during government shut down. One must register with CORES in order to obtain an FRN. This means that applicants who do not already have a CORES Login/ FRN will not be able to obtain one during shut down. This temporary policy and procedures tells LARC Teams how to process applicants with no FRN during the period of shut down.  The policy and procedure for testing applicants with no FRN expires when the FCC makes it possible for applicants to obtain FRN.  LARC VEC Teams will submit applications as ENC files to the Portal for applicants who tested when they didn’t have FRN for the duration of the applicant’s CSCE validity.

2.     Policy

LARC VEC Teams will test applicants who do not have an FRN. This is a short-term policy change designed to address the FCC’s limitations on CORES during shut down. It is the successful applicant's duty to let the Team Leader know when the applicant has an FRN. The Team Leader will submit a supplemental ENC file to the Portal to request processing of the applicant's new license once the applicant informs the Team Leader of the new FRN. LARC Teams will prepare and submit uploads for affected applicants who obtain FRN during the period when their CSCE is valid.  A CSCE is valid for 365 days, including those CSCE issued to applicants not having an FRN. Applicants who fail to obtain FRN within 365 days of their test date must retest.

The website is nearly self automated and it takes the govt to actually put effort into it to make sure if doesn't work during the shutdown just to make it difficult for some people to do things. 

Just like the last shutdown where they actually put up barriers around certain areas that were essentially in public areas to make sure people couldn't visit them.  It actually cost more money to shut those things down than if they had done nothing and let things be..

True to form, they disable the public-facing facilities and services first.
