So a certain repeater requires a different dcs  for TX  and rx . When I enter the rx dcs I can't hear transmission on the repeater. When I leave the rx dcs blank I can hear. Why is this?

Think of RX DCS as a filter. When it’s in place everything with a DCS different than it is filtered out. Leaving RX DCS off does no filtering, so you hear everything. 
If you hear nothing from the repeater when you turn on RX DCS, you have got something configured wrong.
