GMRS Repeater

Is there something I'm doing Wong I can hear people talking on my repeater, but they can't hear me. the repeater is located 13 miles away from where I am doing the testing. 

Any ideas of what's Wong.

one: you have the wrong transmit tone/offset programmed into the radio

two: you are too far away from the repeater.

Three: you didnt actually program the repeater into your radio and you are trying to reply on the simplex channel you are hearing them on.

Or your making it to the repeater and they are ignoring you. If your on a portable and not making good signal to the repeater they may only hearing static.
