Are you using the programming software or trying to just do it by hand through the keypad? If using Computer Programming Software, what CPS are you using?

can you here traffic on the repeater?  How far are you? Are you close enough to hit it with an HT?   Good line of sight?   

I have used Chirp and I was able to hear the repeater but was not able to communicate but I think the problem was that I took the +5 out of the program in Chirp. I am about 5 miles from the repeater. No line of sight.

I've ridden this train.  Chirp works unless it doesn't.  Fastest fix for me was to (a) bookmark the pages in the manual that describe how to program channels and displays, (b) factory reset the radio, and (c) enter the PL codes and display indications manually.  A little kludgy at first try but it works.

Start by just adding the input tone for the repeater you’re using on the frequency of the repeater (ie channel 20, 21, 22,…).  Don’t change anything else.
