I'm having a bit of trouble hitting a repeater after programing the 778. My wife has the radio in her car and our testing only went a couple miles as if we were only connected SLIMPEX.  I used the DCS tones that the tower repeater owner specified (AZ GMRS Club). One clarification...Encode = TX  and Decode = RX ? Thanks for any help.

Your Encode vs Decode is correct. You can leave Decode blank while you troubleshoot.

Do you have the offset programmed in for the repeater? IE: Is it transmitting on the +5 MHz frequency?

yes, I typed the tx and rx given frequencies in which were +5

You said that you "...only went a couple of miles, as if we were only connected Simplex.."   In those couple of miles, could you tell if you were both actually keying and going through the repeater?   Are you sure you are within range of it and that the radio is putting out its rated RF?

Have you tried any of their other repeaters, any of the SWCRS repeaters, or one of the several open repeaters around the Phoenix area? Shaw Butte 725 has very good coverage.
