    This is a true statement that's worth repeating....Technically, you can receive any signal from just about any frequency for monitoring purposes, but it's illegal to transmit on said\same frequencies without the proper licensing and authorization. Thus the reason most (at least many) agencies are going the encryption route. You can still hear them, but cannot decipher the information being conveyed for non-compliant purposes (AKA criminals).

    Try turning off the RX tone...make it no tone required. Then see if you hear the test. The repeater may not be passing the 141.3 tone. And the repeater may be malfunctioning. It almost sounds like a Digipeater. Similar to a regular repeater, but it records your messages, then re-transmits it on the same frequency. Just a guess. Where is this repeater you're referencing?
