It's required by law, you know; unlicensed operations are not permitted. Side note: Here in New York, there's a 24-hour "cooling off period" between the point in time where the license is issued and the point in time where the wedding can occur. This is in case either/both party/parties to the union should come to their senses and decide that getting married (at least to each other) may not be the most appropriate thing to do.
