Im installing a 40 foot tower this spring with a cb antenna. My question is if i have another bracket on the top could i have a gmrs antenna on it without interfering with operations of both antennas.

Would you be placing one vertically higher than the other?

The frequencies are far enough apart that interference is minimized but separating them vertically will help.

Put CB on top and GMRS just below it on a stand off bracket. At my last house I had that setup for 15 years.
