If we have family from out of state visiting, we'll likely just hand them an FRS radio and call it good. I do kinda wonder why they excluded cousins, but step-children and step-parents are not. All three of my sons live within two miles of me, each with their own household. All use my license and identify themselves with my ID + a modifier. This is legal an well within the intent of GMRS.
