You did the right thing, always double with the FCC when it comes reporting hazardous conditions. That's what folks on CB Radio and Amateur Radio, I can't see why you can't do the same on FRS and GMRS. At least one person fought a ticket for flashing their headlights all the way up to the Missouri Supreme Court and won the case. The same goes for using CB, MRS, FRS/GMRS, etc. to warn others of a speed trap. Missouri Highway Patrol use to monitor CB channel 9 for emergencies before cell phones were prevalent.
