This is my first question as well. Are you using the correct split repeater channels or offset frequencies?
Then my next question would be are you sure you can reach that repeater and open it up from your location with your equipment.
More information will help. What equipment are you using, how far is the repeater, what is the terrain between you and said repeater?

If you are try to hit a repeater, 1) You need to turn the repeater function on through the menu options. 2) Set the channel to the corresponding frequency, found on the chart in the manual. 3) Enter the CTCSS or DCS code for that repeater.
Find that CTCSS/DCS code on the myGMRS map, or contact the repeater owner for the code if not listed.

Found a function on the MXT400 the other day that I didn't see in the manual. You can scan for CTCSS or DCS on a channel if you long hold the CTCSS/DCS button. The codes will start scrolling. If there are active communications on that channel, it will eventually pause on the code. I've use it on the repeater channels to help figure out repeater tones if there's chatter.

I can confirm that the blank channels (8-14) can be programmed through the Midland software with the cable.

No PL on 19 or 20 simplex. If using repeater channels, PL 141.3 is generally used for open repeater systems, however not guaranteed.
If you program a PL on simplex, you won't hear other traffic on that channel unless they are using the same PL. If you are scanning for traffic, it's best not to program PL because you will hear all traffic, even if they are running any PLs.
