They're in the VHF spectrum. 162.400, 162.425, 162.450, 162.475, 162.500, 162.525, 162.550. Depending on your radio, you *might* be able to access them. The famous Baofeng UV5R, for example, can receive both UHF and VHF frequencies and can be programmed with those frequencies.

So which radio are you using? I have the Wouxun KG-935G Plus and it receives vhf/uhf and has the weather frequency's built in. I also love being able to use it to scan the local Sheriff, Fire and EMS. So as mentioned not a GMRS feature but a few radios do have the capability.

The official NOAA weather channel frequencies are on VHF. However some have discovered that the studio to transmitter site audio link at times is done on selected UHF frequencies. 
 

You can look at the attached file and see what kind of luck you have with it.

This is an old thread but a few more frequencies are mentioned in it on UHF for specific locations.

Also I have a list of VHF frequencies used for weather broadcasts. See attached file. Two are listed for Canada. There is one for the US in the 163 MHz range you don't find commonly listed. I have no idea if that last one is really used.
