Here is what I could find on the dealer mode.

4.5 Dealer Mode
Normally channel information is locked. If you must change channel parameters outside of software or without deleting and recreating a channel then
use Dealer Mode.
Enter dealer mode:
Release key 8 after beeps
Enter dealer password:
MENU TDR (you should see channel numbers at right side of LCD display)
MENU ▲ (to select CH = channel number, CH FREQ = channel frequency, or NAME
MENU 2 1
= channel name), MENU EXIT
(There is also a FREQ parameter, to set VFO mode on, but it is easier to toggle using MENU TDR )
MENU TDR (there should be no channel numbers at right side of LCD display)
1 4 5 9 5
MENU ▲ or ROTARY (until 026 selected), MENU EXIT
MENU 2 7
(the receive downlink frequency is now saved)
4 3 5 9 5
MENU ▲ or ROTARY (until CH-026 selected), MENU EXIT
MENU 2 7
(the transmit uplink frequency is now saved)
MENU , ROTARY , programmed channels show as, e.g., CH-025 while free unused
MENU 2 7
channels appear as 025, EXIT
Hold down keypad# 8 while turning the radio on POWER SWITCH/VOLUME CONTROL
(you should see 2 lines of 6 underscore characters on the LCD screen)

It's my understanding that "Dealer Mode" is for companies that rent radios to program them and then lock them from being changed by the users. I think BCI does this with the radios they rent.

Edit: Actually, I think they do this for radios they sell as well. Makes sure the end user stays inside the bounds of their privileges.

I was thinking it was to unlock the radio for all the frequencies that it was able to Tx/Rx on but then you can also do that in CHIRP in the Settings as well. I don't want to try it if I don't know what it does.

Dealer mode for some devices that I’ve seen places the device into a repetitive demonstration routine designed to highlight its features. 
I wouldn’t be afraid of putting it into dealer mode, but I would back it up first.
