If you want to use a privately owned repeater then you either need to have permission from the owner or pay the membership fee / dues of the club. Complaining that a privately owned repeater should be free to use is just plain dumb. Would you let a stranger off the street drive your car on public streets because it free to drive on public streets. if you're upset about it, go set up your own repeater and open it to the public.
