I sort of apply the "African Militia" concept to GMRS repeaters. There are these groups/clubs that have formed up around the country to establish control over some or all of the 8 repeater pairs on GMRS, and then carry on like they own them (because they own the machines they put there). Sort of like how some rebel factions in Africa might cordon off a water source and then impose a tax to have access. Despite those resources being meant for the public domain.
Unfortunately, due the the personality profiles that tend to be proliferate among low self esteem radio nerd types (the same types that are eager to become things like forum moderators or Facebook group admins), their actual goal really is just to establish an entity to invite people to participate in, simply so that they have something to lord over, or even charge a membership fee to use!
This is when we have the African Militia problem..
So basically my attitude is, yes, those are your machines. And it's my opinion that when you put them to function on "467.650" or whatever, you've essentially signed up to allow it to be used in the public domain. Because it's the "467.650" part that ISNT yours. And if you don't like that, VACATE...
