Not knowing the geography from Avila Beach, do you think there is Line of Sight to San Luis Obispo for the SLO 700 Repeater?
And have you tried from different places while driving in SLO (your office building may be hindering your transmission)?
Since my TYT-UV88 has TONE SCAN but does not have a REVERSE function, I have programmed all 8 repeater channels into another 8 channels in reverse, for when I take my road trips to look for repeaters and/or track down repeaters.

The Devil's Head repeater is on 462.550 (a/k/a Channel 23 a/k/a Repeater Channel 1) and is part of the MidWest GMRS Repeater Network.

I am guessing the repeater must be on Mount Lemmon. If so, its elevation is > 9,000 feet.
Some repeaters are set to have no squelch tail; so "kerchunking" them will result in silence. The only way to confirm these would be with a 2nd radio in range and set to transmit to this repeater with the proper tone.

Here is the map from me shack to the KERN Double Mountain Repeater. Turns out it is only 60 miles:
How do I access that map?
I am located in the flats of The San Fernando Valley and with my rooftop Comet tri-bander, I am able to consistently hit a 70 cm Ham repeater on Double Mountain about 90 miles away in the Techachipi Mountains. It is part of the Kern Emergency Radio Network.
So I am going past the Los Angeles National Forest and further past Frazier Mountain to be able to hit this repeater.
Actually its frequency is shared with another repeater that I can hear to the South on the PAPA network, so when I want to chat on KERN, I more consistently use the Frazier Mountain Repeater.
But I would love to use that map to see how I am able to do this.
Another example is the Ham 2 meter Catalina repeater on Catalina Island. I can use it consistently even though the Santa Monica Mountains are in between.
So there is some sort of "bending" effect that allows me to use these repeaters using my Anytone AT-779UV with 20 watts.

It’s an unfounded fear: the mic is cupped in your hand and your thumb is on the normal push to talk button.
You do not push any of the buttons on the face of the microphone unless you intend to do so!
And even if you do push one inadvertently, mostly nothing happens to interfere with your reception or transmission, as many functions require a two button push.
