What kind of event? Do you know which frequency it was set to transmit on?
Perhaps they were using them set to 2 watts on an FRS or MURS channel; not technically in compliance with the FCC rules for FRS/MURS, but probably not that much in variance with the FRS/MURS rules to cause the FCC to track them down.
They probably had a Club License with its own callsign.
Licensed Hams could supervise and run the equipment and allow unlicensed Boy Scouts to talk over the equipment, using the Club's callsign and not have to use the individual callsign of the supervisor.
With regard to GMRS, the FCC seems to take a Wild West approach to repeaters.
There are only 8 available repeater channels, and for most regions, these are probably enough.

Unless the Repeater database here claims Permission Required and if it lists the tone, my attitude is to also go on the repeater and ask another user about usage requirements.

That is strange for a HT as well received as the Wouxun KG-805G, that it is not properly applying the receiver tones.
You are getting great reception range between those two repeaters, but maybe it is a challenge to be able to hit them until you get your jPole up and running.
I see some other repeaters listed near you, but some may no longer be active:
The good news is that there are only 8 repeater channels in the GMRS world
Create these 8 channels on your Baofeng and then scan them:
462.550
462.575
462.600
462.625
462.650
462.675
462.700
462.725
Set the transmit frequency for each of these channels as 467.xyz as needed to gain the GMRS split to transmit with also the necessary access tones.
I would be surprised if your Baofeng can find a GMRS repeater that your 935G cannot.

Did you measure this radio's output with a reliable meter? These radios are notoriously oversold on wattage claims.
