    There has been an issues with repeaters that automatically ID.  There have been situations where NOVs were issued for violation of this rule:
    95.7 Channel sharing.(a) Channels or channel pairs are available to GMRS systems only on a sharedbasis and will not be assigned for the exclusive use of any licensee. Allstation operators and GMRS system licensees must cooperate in the selectionand use of channels to reduce interference and to make the most effective useof the facilities.A term: "channel camping" was created to refer to those who would send an ID automatically.  Supposedly, this would deprive other users use of the frequency.  Since an ID is not required, it could constitute a way to show "ownership" of a frequency.
     
    Just putting that out there.... No worries here either way.

    We have a new GMRS  repeater on the air in Oak Harbor, Ottawa County, Ohio. See the database for details. 
    We have a lot of transient, tourist traffic through the area during the summer time. Feel free to tune in and ask for any assistance. You can also tune to 443.850 pl 186.2 if you are an amateur for Skywarn info while visiting.

    Ken - From what I gather, your radios are not repeater capable. In other words, in order to trigger a repeater, the radios transmit 5 Mhz higher than the receiver frequency and usually with a selectable access code that the repeater needs to turn on. As an example, if a repeater is operating on the frequency pair of 462.550 out / 467.550 in  with an access tone (CTCSS) of 71.9, and your bubblepack radios are on "channel 15"  ( 462.550 both T & R ) with or without any CTCSS, you will not activate the repeater and if someone else does use the repeater, your radios will not interfere with that operation because of the power differences between the repeater output and yours.  Just make certain that if you do use "channels 15 to 22"  in your radios that you ID with your callsign after each communications string and anyone hearing you will know that you are licensed.
     
    If you ever upgrade to repeater capable radios, then before you do access someones repeater, get permission first.

    Hello, Ken... thank you for the inquiry.  GMRS frequencies are not much different from FRS - except for the output power considerations, license requirements and wideband emission being common.   You already know about the ID requirements, but let us furnish you with a link to GMRS regulations so you can bookmark it for any references that you may need in the future.

    Those are all pre-1989 definitions from back when you had to register location information with the commission. The rules need to be gone over with a fine toothed comb (most grandfathered licenses are renewed simply to keep them from laspsing but most have moved onto Part 90 systems). Most of what c and d reference has been removed from the current rules. From what I've heard talking to some Canadian friends, e no longer applies as they have adopted a similar power regulation on the band.

    The staff members at MyGMRS are not lawyers, but we have seen enough rulings over the years, such as this, to know what the outcomes usually are.  As we understand it, this ruling applies ONLY to the petition as it was filed - regarding the temporary use of Amateur Part 97 equipment in GMRS Part 95 service during disasters or emergencies.  Since Part 97 equipment usually carries no certification, the Commission is concerned that technical standards would not be met and interference might be present to other radio services and users, among other concerns, so they disallowed the petition.
     
    As we understand it, since Part 90 equipment was not the subject of the petition or of the ruling, this ruling does not apply to Part 90 equipment in any way from a legal wording standpoint. According to Internet scuttlebut, from the reports of several GMRS system owners, Commission field inspectors usually have no issue with Part 90 repeaters and mobiles being used in Part 95 service - the tech standards for frequerncy stability and harmonic suppression, etc., are nearly identical.  Since there is no 'official' Commission position on this matter (yet), it would take a dedicated petition to the Commission to have an official ruling on this matter and that has not been undertaken by any individual or corporation to our knowledge.  If anyone here has documentation concerning any Part 90 use of equipment in Part 95 service petitions being filed with the Commission, please furnish that documentation in this thread.

    There is a cluster of confusion in the rules. You can read the rules like many read the constitution (if it doesn't say you can't do something, then go ahead or by only what is there in print). In Part 95A the rules actually say that transmitters must only be certified for use in GMRS and then in the next sentence it states the rules must only meet the technical standards for GMRS...so the two sentences contradict one another. If you actually dive down into the technical standards, then they actually require a crystal controlled radio (which I might add, most of the FCC OET database only goes back to 1982 when radios began to become synthesized) but we know that since the rules were written in 1989 that Motorola, Icom, Kenwood, Standard Horizion (Vertex), and General Electric (Harris) have all manufactured synthesized radios with 90/95A certification. 
     
    As a result, many just run whatever Part 90 radio they can get their hands on (because they meet technical specifications).

    Public safety repeaters are the only ones I ever worked with that ID'd 24/7. Most commercial setups, and even my own GMRS ID was/is based on use. So in other words, if you don't key the repeater for a period of time....3 hours, 3 days...3 weeks....it never ID's. If you key it up, it ID's after receiver drop, and again if use continues beyond 15 minutes. Setting up for continuous ID is a waste of air time. And I just realized how old this post was....

    quarterwave, the question of whether closed (Private, Paid, Members Only, etc.) GMRS repeaters should appear in the MyGMRS.com repeater list is a different question from whether such repeaters should exist in the world.
     
    Personally, I feel that closed repeaters should be listed in the repeater directory if only for the purpose of alerting others (who may be in the process of thinking about setting up a new repeater, for example) that the given frequency is in use and that some coordination will be required in order to avoid potential interference.
     
    As to the issue of whether closed GMRS repeaters should even exist, I can only point to the amateur radio community where a certain number of repeater systems are closed. These are often repeaters that were installed by and are being maintained by a local ham radio club where members are expected to pay annual dues and where one of the benefits of club membership is use of the club's repeater system. This is legal for hams to do, as it is for GMRS repeater owners.
     
    I would prefer that no repeaters were closed, but I'm not in charge of the world.

    I was wondering how the managed to get on your repeater to begin with.I think it is time to talk to their radio shop since they now can be fined for programming unauthorized frequencies in the radios for them.P-G said it earlier a true emergency but the"just in case" excuse doesn't hold water and they should be on FCC Part 90 frequencies to begin with,sounds like a rouge radio dealer.
     
    Thinking the could"get by" with using the Sheriff's Part 90 license is bull.They know it is only licensed for certain frequencies and not a license to operate on others repeaters or different bands.We find a good bit of people who like to play dumb when it comes to things of this sort but as the judge says ignorance of the law is no excuse...lol.............William

    Being you're repeater…you have the right to kick them off. Especially if none of them have proper licensing or if you have not given them permission to use the repeater for that purpose.
