I agree as far as topic of conversation. I'm not sure we need ham style nets though. And to compound that, people are checking in from base stations a 100 miles away and bragging about the distance while breaking the rule. -
OK, I guess I could have tried it w/o registering an ID and see what trouble it caused. But even then, I'm a staunch analog defender and I hate the way digital modes were allowed to take frequencies from 2m/440. And I hear some of it on GMRS too even though not allowed. I don't oppose what you're proposing for ch. 8-14 as they are worthless to me now. But I wouldn't buy a $150 HT for that. If they can include it on the $30 radios, then probably so, as long as the radio still supports analog on the other channels as you said it should.

Based on my understanding of the Chevron decision, your perception is wrong. Everything did not change. Specific regulations will probably have to be challenged in court or through some other official channels if any exist. (I didn't read your linked document because it requires scripts from 3rd party sites.) And the post above yours is wrong; talking through a repeater is not controlling it.

Did you write that opinion paper? If so, are those preferred modes something that users have to register for like DMR? I'm against giving some unknown group that authority, which is one reason I would not use DMR on ham.

1.25 is useful in and around some cities but not here. For me, it would be a less monitored frequency to use for local comms (like walkie talkie use). The comments I hear about 6m aren't very favorable. Same for 10m except when they get excited over band openings. -
Why? There's nothing worthwhile to listen to on HF and you can't even join in the HAM games with an HT. A plain ole DB-20G would give you a lot more to receive and talk to. I know you're new, but you are over complicating the idea of communication by looking for features or gadgets that don't and won't matter when you really need comms.

You should also find the band plan for your region (I only use Southeast.) And search for ham clubs in your area. There's a lot of info to get you started at arrl.org -
My initial reaction was hell no, do your own research; I'm just here for discussion, not to provide legal documents or research papers. But anyway, this is the most obvious and other sections supply details about specific requirements: § 95.391 Manufacturing, importation, and sales of non-certified equipment prohibited. No person shall manufacture, import, sell, or offer for sale non-certified equipment for the Personal Radio Services except as provided for in §§ 2.803(c)(2)(i) and 2.1204(a)(11) of this chapter. See § 302(b) of the Communications Act (47 U.S.C. 302a(b)). See also part 2, subpart I (§ 2.801 et seq.) of this chapter for rules governing marketing of radiofrequency devices; part 2, subpart K (§ 2.1201 et seq.) of this chapter for rules governing import conditions. [86 FR 52100, Sept. 20, 2021] And besides what in the regs, it's how FCC chooses to enforce some things. They did go after a vendor in Texas and I think an importer in California over the UV5R and similar radios, probably back around 2017 give or take. It even affected BTWR; they stopped selling them, then started back briefly and quit again for other reasons.

Yes. All the regs that refer to what is required for certification (bandwidth, deviation etc). (Assuming of course that no radio nuts are building their own GMRS radios.) Although it's the manufacturer that controls that, vendors have to sell radios that meet U.S. requirements. Enforcement against Baofeng radios targeted vendors or importers. Our responsibility is to just use certified radios and not modify them in a way that breaks the rules so we don't negate the certification .

Maybe, to some people. But that's the problem. Law belongs to the people not to lawyers and judges. These FCC regs that we're here to discuss are for us and should must (or is it shall) be understandable by us.

Well, their argument was the exact opposite - that shall meant may/should and therefore wasn't mandatory. We'll never get anywhere with simple wording when these kinds of wacky interpretations are applied.

Some years ago, the liberals were pushing the mantra that "shall doesn't mean must". I told one state agency head it was good enough for the 10 Commandments.

I think the main reason is they want to enforce the distribution and sale aspect rather than cop on the beat individual use enforcement becuse they don't have the manpower (or the desire) to do the latter well.

I don't know, Steve. Lawyers and legalese is often more the problem than the solution. (That goes for laws as much as regulations.) Part 97 doesn't seem to have so much vague language. Hams don't have to argue regulations much, but they do apply the perceived tradition without bothering to see if that is what the regs actually say.

A different default squelch for each channel would be good but sometimes that isn't enough because reception varies (weather related), especially when vehicle or pedestrian mobile. -

The newest Baofeng I have, K5+ (a 5RM with a different label), still requires using software to add/delete skip. My TYT UV88 ( a ham version of GM30) is the same and it even has starting scan as a menu function (f-1-f) rather than a long button press. My Yaesu ham mobile has it as an accessible menu function that can be changed as needed. There is no good reason to make it via software only. And they need to bring back squelch knob too! -

I don't know who Grok is (AI I suppose - hate that stuff). But the problem would be what we see here all the time - people cannot comprehend the meaning of even simply stated rules, and/or they only want to look for ways to cheat. And, preconceived notions of what one thinks the regs say often can't be overcome just by reading the wording.

Since the radios typically don't allow changing the scan-skip setting from the front panel or mic, I started temporarily changing the receive tone (for example, up one to block) on radios that allow that for memory channels (UV5Rs don't). May need to keep a note handy to remember to change it back. We shouldn't have to improvise a skip function, it should be as easy as starting and stopping a scan. -

The wording from the FCC doesn't specify radio type, just "any station at a fixed location." So HT or mobile (or base of course) can be set up that way, as in external antenna on pole, chimney/roof, or tree.

It does not say that it is permitted. It says if there were exceptions, they would be listed, and they aren't. Insults from people like you are meaningless to me.
