I stumbled across it never hear any one hailing on it sits dormant?

Have you tried transmitting to it? 

Just in case they advertised the wrong output tone, try listening on 462.650 MHz with no receive tone.

If you clear out the receive tone you’ll hear everything on the receive frequency.  Then, if the repeater is in use, you’ll know for sure if anyone besides you can hit it, assuming that you’re in range.
