Context - local open repeater says tone in 156 DPL and tone out 156 DPL and my radio (GMRS PRO) has DCS codes, not DPL. My radio has: DCS-156N/265I Is that the same thing? Leave tones off for receive until you know you have transmit set correctly. That way you’ll hear everything on that frequency. Did you input them correctly do you have the programing set to cross tone? Are you programming in the radio or on the computer? What radio is it? Do you know for sure you could health that particular repeater before? May it have been a different repeater or simplex? If you leave the receive tone off you will have no idea what you’re listening to…ie another repeater or simplex. There is no reason at all to leave the receive time off.
