Open repeater but require permission

Why does repeater owner list the repeater as open with the tones listed and when you key it up the owner comes on and say that you need permission. if he was going to do that, wouldn't you list it as permission only? To top it off i was denied use of the repeater because I argued with him. Was this the proper way to go do thing or this is the norm on GMRS?

Yeah, mine is listed as open but I get requests all the time too.

So you had an argument with the owner of the repeater that you were going to have FREE access to.  That seems like perfectly reasonable thing to do...

Do you remember (probably not) Nancy Reagan's catch phrase?  You might look into that and take her advice.

Then, with you hat in your hand, apologize to the guy and see if you can get back into his good graces and get permission, hoping he's not a scorched earth type of guy like I am.  Because personally, if you are dumb enough to argue with me prior to getting permission of at any point after that, it would be a cold day in hell before I let you on my gear.  But that's how I roll.

But if it's the guy on here I am thinking it is.  He's actually every bit the A-hole I am and wouldn't pee in your face at this point if you beard was on fire.  So you might be screwed.

and a transmit offset (or using a Repeater channel on a GMRS radio, which will have the offset built in).

I guess I learned the hard way not ever to argue with anyone actually owner or not

If you’re using the request function on this site, you’ll hopefully receive an answer that appears in your control panel where it says “My Requests”.  Sometimes it takes a while.  
No secret knock, just your call sign, but in many cases the owner provides you with the input tone needed to access the site.

Yes, sometimes, if the repeaters are linked together as part of a network, but most repeaters are not linked together and it’s an ongoing controversy whether it’s permissible under the regulations or even whether it’s something desirable. Keep in mind that if you link two repeaters together and you speak on them, everything you say is heard by folks listening on any of the linked repeaters. You might not like that and they might not either. I have no experience using linked GMRS repeaters. I don’t really even have a strong opinion on the question of compliance. There are none in my area.

Also, there’s little to be gained by tagging me individually.  I have no special powers or knowledge. I don’t know all the answers and someone who does know the answer to your specific question might not answer if you appear to be limiting your question to an individual member.

I hate 'repeater gods' --- they don't own or have exclusive rights to any frequency in GMRS.

If I put one up on the air, I would expect people to use it with or without permission.

I would only intervene if there were CB style trash talking on it.

No they dont but that doesn't mean you can use their system without permission. This is the issue with GMRS as of late. I spend thousands of dollars on my gear and use it for my use. Its not open for others. Your just as capable to spend that money and put up your own.

I commonly request permission to use repeaters that are listed as 'open' when I first see them listed.  This is partially to ensure that the owner actually intended to list it as 'open', but more just to thank the owners for making them available and let them know that their generosity is appreciated.
