So my county, and 4 other surrounding counties repeaters have been off the map for a month or so. Today, I opened the map and they're all back on. However, they are all listed with no tones, as opposed to the tones they had before. All have the same owner, and are stated as being a part of a network. I'm fairly new to this so I have no idea what that means, or why you would have a repeater with no privacy tones. This is South West of Fort Worth by the way.

I’d bet they do have tones. Just might have to ask.  
also I know some radios makers call them privacy tones but there is nothing private about them.  A know of a few repeaters with no tones.  It just gets confusing because you hear everything on rx.

Yeah, I'm not sure. Each listing says input tone "none", and output tone "none". Just curious if that's common, or if not, why would it be listed as such

Just hit the ask permission button and see if they are trying to be more private by changing tones.

They're all open status. No permission required.

Yes it is annoying. There is one repeater near me that does not run any tones.

I just picked up some traffic on one of the repeaters and did a tone scan. It appears that the original tone for that repeater hasn't changed. I just can't figure out why it's listed as no tone. Also, what is a network of repeaters? Not trying to sound dumb, I just don't understand a lot of this as of yet.

It seems like you're understanding it fine. You're aware of how tones work, and even know how to run a tone scan. So the issue is that when you key up the repeater using that same done, you don't get in? It could be a split tone. The tone scan is only going to tell you what the outgoing tone from the repeater is. Often times the input tone is something different.

The tone scan will only give you the downlink tone, not the uplink.

Key up on the repeater, does it squelch back to you?

I have one repeater using no tones near me that is not listed here on the site. I found it on my SDS100 one day. All kinds of mess going on there so I never use it.

Yes sir, i was able to talk to that one repeater that is approx 40 miles away just fine.

Then it is clearly just not updated on the map/in the database. Maybe reach out to the repeater owner and see what's up?
