No.  New GMRS Licenses are only issued to individuals.  For your CERT team to use GMRS each person would require his or her own license, except for family members of a license holder who may be authorized to use the license holder’s stations.

No.  This type of info is covered in the information you read before you signed up for your license.  When you got your license you swore that you read and understood all the fcc rules on gmrs.   😕

People come to forums to ask questions.  That’s perfectly normal.  In fact it’s good that they have someplace to come and ask questions. The OP may have been confirming his own understanding of the regulations.

Responding like a total buttplug every time someone asks about the regulations is abnormal.

I think he most frequently acts like this in his early morning posts.  Perhaps he sought medication the night before?

I don't drink coffee before any morning driving because it alters my behavior in a way I do not like. Coffee after reaching work or if meeting friends for brunch, coffee then. Perhaps Mr. Social needs to skip the morning coffee before posting online. :) The part about monitoring my behavior... while I'm still no good at it, this is more likely the problem here.

Sounds like someone is asking the same question, only the previous question was asked for Motorcycle Club and its Members. The answer is the same is, NO. In order for CERT or Motorcycle Club to use GMRS, each member of that organization would be required to have their own GMRS license or go to the FCC website and request FRN and then apply for their GMRS license. However, in order to have each member under one license, the organization would have to apply for a Business Band License.

It is sort of a shame that there's not a low-cost option for volunteer organizations other than CB, FRS, and MURS. Those are okay if you stay pretty close together, but for some, that would defeat the purpose of the organization. Most volunteer organizations are funded out-of-pocket and the cost of a business license is out of reach. It's not feasible to demand that everyone have a GMRS license as a prerequisite for participating in the organization. But for now, this is what we have.

$35 to get the license. Set up the group as a non-profit and/or ask your city/town/county to help fund it. Each member can get their own license, then be reimbursed by the organization.

Yes, in concept. In reality, a significant number of people will find it a barrier to entry. Some because they don't want their information in a public database, some because they can't/won't navigate the bureaucracy, and some just because. I've been through similar things before. If you are part of a non-profit, you can certainly give it a try, but I'd be surprised if it worked out

A true non profit can get a part 90 license pretty easy and depending on the organization pay no fees to the FCC. The issue in the end is people dont want to put in the work. CB, HAM, FRS, and MURs is more than most really need to be honest. CERT can easiliy be a non profit or work under a county umbrella to get licesenced. I guess it really depends on the organizational needs but the other simple mode is VOIP apps. Zello or other apps are jsut as good as radio comms 95% of the time. Using a combination of FRS and voip for an application can work well.

Low cost? The $200 fee is cheaper than 6 users being licensed under GMRS. Your biggest issue is going to be using good equipment certified for Part 90 LMR, not MARS modified ham radios. If you read all of Part 90, it's not hard to identify how to get licensed for county wide/state wide operations without coordination, you can even license a mobile repeater without coordination, but you have to prove eligibility under 90.35 (a). As @gortex2 said above, a non-profit may be able to get out of the fees, but you will need a federal tax ID.

Any CERT team should not be using the cheapest radios they can find. In that case, stick with cell phones or zello.

For a club, why wine, just use FRS radios for $15/each and not worry about licensing. 

For GMRS, you are required to use a GMRS certified radio, not a MARS ham radio. I've bought plenty of Kenwoods for what a majority of those certified CCRs cost. 

There are too many places that people want to be cheap where they absolutely shouldn't. CERT is working with someone's life. Motorcycle clubs, you are riding a $45,000+ bike, and won't spend  a few hundred bucks on a decent radio? I just don't get it. It's not like you won't spend money, you just won't spend it on the appropriate radio communications because there are $11.99 radios on amazon and "that's such a deal, it just has to work well enough". The options are there, you just won't hear it: 1) Stick with FRS, and have no licensing, 2) Have every member responsible for their own GMRS license or 3) get appropriate LMR licenses and radios, which in the long run doesn't actually cost more when you drag it out over a 20+ year lifecycle.
